Many of our Surface Pro 3 users have reported random issues with not being able to see their iPhone wifi hostpot. The solution below worked for me and many others!

Change your iphone's name

Get rid of any special character in the name of your phone (Settings -> General -> about -> Name). Reboot and try again.

Most iPhones Identify as So-andSo's iPhone (with an apostrophe) Apparently wifi hotspots with special characters cause issues for some laptops and tablets.
