I've spent a few hours trying to sort this issue out, so here's the solution so that others don't have to.
The Problem:
A brand new Dell laptop (in my case Latitude E6500, two of them actually) hangs whenever it tries to go into standby or hibernation mode (whether because it was idle for some time or forced by user), i.e. you've got either a blank black screen or a message saying that it's preparing for standby/hibernation. The HD is spinning and performing some I/O operations, wi-fi light is still on (if you had it enabled) etc, and it doesn't power off for however long you leave it. Pressing any key doesn't wake, pressing Fn+F_whatever_function_key_designed_to_wake doesn't wake, pressing power button doesn't wake. You have to press and hold the power button to force the switch off and then power it up again.
This only applies to laptops with integrated webcams.

Rollback Intergrated Webcam Driver

As probably expected, this is a driver problem, the integrated webcam driver in this case. Whether your laptop already came with it or you got through Windows Update, if the driver version is anything new than 1.3.2.919, then that's the root of your problem.
Rollback your webcam driver to 1.3.2.919 by going to Start-->Control Panel-->System, go to Hardware tab, hit Device Manager button, expand Imaging devices, double click Integrated Webcam, go to Driver tab and hit Roll Back Driver button.
If it doesn't rollback to 1.3.2.919 you will need to go to Dell website and download the driver manually.

Reboot

Try to go into standby or hibernation.

It should now got straight into stanby/hibernation. The HD stops spinning all lights go off (the power button glows when in standby) and no power drained (in hibernation).

Wake up

Hit the power button briefly and the laptop powers up like it should.

Conclusion

I can't believe that Dell didn't fully test the system out before delivery. Two laptops (a month in between deliveries) and both with the same problem.
I hope they will address this issue.
